Occitalys Foncier is a French Organisme de Foncier Solidaire (OFS) established on 24 July 2018 and approved by the Prefect of the Occitanie region on 28 December 2018.3 It was created under the initiative of Groupe des Chalets and the Fédération des Coop’HLM to support affordable access to home ownership through the Bail Réel Solidaire (BRS) model.1
The organisation is a cooperative company with variable capital, structured as a Société Coopérative d’Intérêt Collectif.39 Its role is to acquire and manage land while enabling eligible households to purchase homes at a reduced cost, with the land remaining under the OFS’s control and subject to a monthly charge.1 This arrangement can reduce the purchase price of a new home by up to 40% compared with the market price.1
Occitalys Foncier operates across the Occitanie region and acts as a shared platform for social-housing providers developing BRS programmes.31 Its members include Groupe des Chalets, the Coopérative de la Haute-Garonne, Le COL, CDC Habitat Social, OPH31, OPH65, Notre Maison and Marcou Habitat, alongside public authorities including the Haute-Garonne departmental council, SICOVAL and participating municipalities.1
The organisation’s registered office is in Toulouse, at 29 boulevard Gabriel Koenigs.211 Jean-Michel Fabre is identified in the public company registry as its president, while the 2024 activity report identifies him as a founding associate.23 Occitalys Foncier is described as France’s seventh approved OFS and the first in Occitanie.3 Its activity has focused particularly on the Toulouse metropolitan area, where it had delivered more than 150 homes since 2019 according to its website.1
