The Housing Finance Corporation (HFC), officially Οργανισμός Χρηματοδοτήσεως Στέγης, is a specialised banking institution established by the Republic of Cyprus under Law 43 of 1980.111 Its original purpose was to improve access to housing finance, with priority given to people on moderate or low incomes.6 The organisation is supervised by the Central Bank of Cyprus and subject to the oversight of the Auditor General of the Republic.11
HFC’s central activity is the provision of housing loans. Since its establishment, it has contributed to the development of long-term mortgage lending in Cyprus and has enabled families to finance owner-occupied homes.110 Its activities now extend beyond traditional mortgages: the organisation offers study loans, green loans and other forms of family-related financing, including support for health needs.1 It also provides deposit products, loan restructuring arrangements and electronic banking services, according to the services presented on its website.1
The organisation operates at national level in Cyprus. Its registered organisational address is at 2 Prodromou and Lefkonos, Nicosia, Cyprus, while procurement records also identify the premises as being in Strovolos, within the Nicosia urban area.45 HFC’s general manager and chief executive is Christoforos Kaplanis, who took up the position on 1 March 2023.8 Public reporting in 2026 also identifies Kaplanis as the organisation’s general director in connection with its strategy and loan portfolio management.1213
HFC remains a state-established financial institution focused primarily on housing and household finance within Cyprus. Its publicly listed activities include lending, deposits, loan restructuring and related financial services rather than operations outside the country.15
