Fondazione Paolo Bulgari – Osservatorio Casa Roma is a non-profit initiative based in Rome that focuses on the lived realities and social challenges within the city’s residential communities. The organisation is an outgrowth of Fondazione Paolo Bulgari, which operates independently of the commercial Bulgari brand and is dedicated to advancing research, advocacy, and practical interventions in the field of social welfare and education in Rome.
The Osservatorio Casa Roma emerged as a response to persistent housing insecurity and social exclusion in the metropolitan area. Its core activities include systematic data collection, analysis, and dissemination on issues related to public housing, living conditions, and the structural vulnerabilities faced by families and children. The Osservatorio is structured as a research and monitoring center that partners with universities, local authorities, and civil society to map social hardship and propose evidence-based solutions.
One of the foundation’s notable projects is support for the education and employment of children and young people in sensitive neighborhoods such as Lunghezza and San Vittorino, suburbs east of Rome. In 2023, it launched the "Casa Maestra" project in collaboration with Roma Tre University. This program leverages the Museum of School and Education “Mauro Laeng” as a hub for educational research and community engagement, aiming to reconnect the museum’s 150-year history to present urban realities through public history initiatives and participatory storytelling.
The foundation does not act as a direct service provider but focuses on strengthening the social infrastructure and knowledge base needed for policy advocacy and reform in Rome’s most marginalized districts. Its work is defined by rigorous research, local partnerships, and an explicit commitment to addressing educational and social inequalities.
