Energy Cities is a non-profit association and European network of local governments working on energy and climate transition. Founded in 1990, it represents more than 1,000 towns and cities across 30 countries.315 Its registered office is in Besançon, France; it also maintains an office in Brussels, Belgium.24
The organisation’s stated mission is to help cities and citizens shape and move towards “future-proof” cities. Its work combines support for local authorities, exchange of practical experience between cities, and advocacy aimed at national and European institutions.1214 It analyses EU policy proposals, shares information on their local implications, and convenes dialogue between municipalities and EU officials to ensure local-government perspectives are considered in policy-making.14
Energy Cities organises its work through thematic community spaces, or “hubs.” These address subjects including local governance and fossil-free districts and buildings, with activities intended to strengthen local authorities’ skills and support community involvement in decisions about local futures.11013 The network’s concerns extend beyond energy supply to climate neutrality, resilience, resource use and participation in local decision-making.12
The association’s executive director is Claire Roumet, who is responsible for strategic partnerships and overall coordination.4 Its work is primarily European in scope, connecting local authorities across 30 countries and engaging with EU institutions, while its membership materials also describe a broader reach through collective members.211
