CETA – Cooperativa de Habitação Económica, formally CETA – Cooperativa de Habitação Económica C.R.L., was established on 31 July 1977, when its first meeting of registered members appointed an organising committee.2 It originated among residents of Aldoar, in Porto, with the aim of responding to housing need by providing homes at fair prices.24
The cooperative’s principal activity is housing promotion and construction for its members; its registered statutes also cover acquiring, maintaining, repairing and renovating dwellings.7 Its work has included housing developments in Porto and neighbouring municipalities, including Maia and Matosinhos.2 A University of Porto case study reported that, during its first 30 years, CETA completed 14 housing developments comprising 824 homes and a care home for older people, alongside cultural, recreational and sports activities.4
CETA’s registered office is in Aldoar, Porto, where it has operated from its own premises since 1993.2 Its statutory geographic remit covers all of Portugal, although the projects documented in the available sources are concentrated in the Porto area.27
One project described by CETA is in Campanhã, Porto. In May 2023, the cooperative signed an agreement with Porto City Council for surface rights over two plots on Avenida Francisco Xavier Esteves, intended for 20 apartments on each plot.11 The proposal involved adapting the existing municipal subdivision plan to support cost-controlled housing; CETA stated that the amended plan was under municipal review before project licensing, and that its board hoped construction could begin in the second half of 2025.11 That source describes an intended schedule, not confirmation that construction began.
