ARCA Puglia Centrale is the regional public agency responsible for public and social housing in a defined part of Puglia, southern Italy. It was created in 2014 by transforming the former Istituto Autonomo Case Popolari (IACP) of Bari under Regional Law No. 22 of 20 May 2014. The agency is a non-economic public body with organisational, financial, technical and other forms of autonomy.25
Its roots go back to the Bari institute for building popular housing, which began operating in 1906. The present agency carries forward the former IACP’s housing responsibilities, including technical and administrative functions for public and social housing.25 Its work includes promoting, building and managing housing services in line with regional plans and policy directions.6
ARCA Puglia Centrale is headquartered at Via Francesco Crispi 85/A in Bari.36 Its remit covers the area served by the former IACP of Bari: Bari and its province, as well as seven municipalities in the province of Barletta-Andria-Trani—Andria, Barletta, Bisceglie, Canosa di Puglia, Minervino Murge, Spinazzola and Trani.11 The agency’s sole administrator is Avv. Pietro Augusto de Nicolo.12
