ADI Zona Metropolitană Cluj is an intercommunity development association based in Cluj-Napoca, Romania. It brings together the municipality of Cluj-Napoca and 18 surrounding communes, coordinating work on development issues that cross local-government boundaries.36 The association’s office is at Strada Zrínyi Miklós 7, apartment 2, in Cluj-Napoca.2
The association was established in 2008, according to its LinkedIn company profile.6 Its founding members created it to promote shared interests and support the sustainable development of the metropolitan area through joint projects and public services.5 Its stated work spans spatial planning, economic and social development, mobility, housing, utilities, public services and environmental protection.1314
A central part of its role is coordinating metropolitan planning. The association coordinated the area’s Sustainable Urban Mobility Plan, which provides a basis for transport measures and projects, including expanded public transport and cycling infrastructure.14 Its strategic priorities also include knowledge-based economic competitiveness, modern transport infrastructure, environmental quality, employment and social inclusion.12 Its objectives include improving urban development and mobility, strengthening the area’s economy, and developing social services to improve residents’ quality of life.11
The association’s current geographical scope is local and metropolitan: Cluj-Napoca and the 18 member communes of Aiton, Apahida, Baciu, Bonțida, Borșa, Căianu, Chinteni, Ciurila, Feleacu, Florești, Gilău, Gârbău, Jucu, Petreștii de Jos, Săvădisla, Sânpaul, Tureni and Vultureni.3 The sources reviewed identify Zoltan-Csaba Coraian as the association’s general director in a 2024 procurement document.9
