Overview of the Report
The article, authored by Marvin Graewert for the German news outlet t‑online, examines a recent tenant‑led protest against rent increases by the large landlord Von Vona in Dresden’s Johannstadt district. It details how over one hundred complaint letters were sent to Von Vona’s headquarters in Bochum, demanding the reversal of rent hikes imposed in 2025 and 2026 and the repayment of alleged over‑charges.
Causes of the Rent Increases
Von Vona justifies the higher rents by invoking “energy charges”, “communal use of green spaces” and “renewal of electrical installations”. Tenants argue that none of these items appear in the official Dresden rent index (Mietspiegel), and therefore the increases breach local rent‑control regulations.
Scale of Tenant Action
In a coordinated effort, residents knocked on doors throughout the neighbourhood, collecting 118 signatures. The collective sent the letters on a Tuesday, setting a 14‑day deadline for Von Vona to respond. The protest reflects widespread fear among tenants, many of whom feel pressured to accept the hikes to avoid legal conflict.
Evidence of Over‑billing
An audit of a Von Vona complex on Elisenstraße 30 uncovered discrepancies in ancillary cost statements for six households, resulting in over‑payments. Von Vona confirmed the errors and stated that corrections had been made, but did not disclose the exact amounts refunded.
Legal Framework in Dresden
The Dresden rent index defines permissible rent ranges based on apartment features such as balcony size, heating system, and security installations. The index includes a clause allowing case‑by‑case adjustments, but it is not intended to permit landlords to introduce new surcharge criteria not listed in the index.
Divergent Interpretations
Tenant representative Florian Bau of the Dresden Tenants’ Association interprets the index clause as permitting only genuine, singular property characteristics to affect rent, not as a “free pass” for landlords to create additional charge categories. Von Vona’s spokesperson counters that the clause allows flexibility for features not explicitly covered.
Implications for Sustainable Housing
The dispute highlights the tension between landlords’ cost‑recovery strategies—particularly those linked to energy efficiency and green‑space maintenance—and tenants’ expectations of affordable, sustainable housing. While Von Vona cites energy‑related upgrades as a sustainability motive, tenants question the transparency and fairness of cost allocation.
Potential Outcomes
At the time of reporting, the conflict remains unresolved. Von Vona has signalled its intention to continue its current approach, asserting that its actions are justified and can be reasonably explained. Tenants continue to seek the reversal of the increases and reimbursement for any over‑payments.
