Overview of the Report and Its Origin
The document is a comprehensive study published by Istat, Italy’s national statistical institute, under the auspices of the Parliamentary Commission on Urban Peripheries. Produced in 2024, it presents an in‑depth analysis of Messina’s demographic, economic and social conditions based on the 2021 census. Istat’s role as the official statistical authority ensures that the data are methodologically robust and comparable across Europe, making the findings relevant for pan‑European discussions on sustainable housing and urban development.
Housing Tenure and Ownership Patterns
A striking 34.3 % of households in Messina do not own their dwelling, indicating a high reliance on rental markets. The most pronounced lack of ownership is observed in the III Circoscrizione (41.4 % of families), while the IV Circoscrizione records the lowest rate. Among non‑owner households, the most vulnerable subgroup consists of seniors aged 67 + living alone, representing around 10 % of this age bracket in the IV area and slightly less elsewhere.
Population Density and Age Structure
Messina’s overall density stands at 1 038 inhabitants per km², but it varies dramatically. The IV Circoscrizione reaches over 6 188 inhabitants per km²—six times the municipal average—whereas the I and VI zones have densities of 344.1 and 352.8 respectively. The city’s ageing index is high (226.6 in the IV zone), yet more than a fifth of residents (22.3 %) are under 25, reflecting a relatively young population overall.
Migration and Foreign Residents
Foreign‑born residents are unevenly distributed. The IV zone hosts 88.6 foreigners per 1 000 inhabitants, well above the municipal average of 48.6, while the II zone records only 15.9 per 1 000. This heterogeneity influences local housing demand, with higher migration pressure in districts already facing density challenges.
Education, Employment and Social Vulnerability
Educational attainment correlates strongly with labour market outcomes. The III Circoscrizione shows the lowest proportion of adults (25‑64) with a secondary or tertiary diploma (55.5 %) and the highest unemployment rate (17 %). Its employment rate is the lowest at 48.3 %. Conversely, the IV area enjoys the highest diploma‑holding rate (75.4 %) and the lowest unemployment (12.9 %). Youth disengagement is also stark: 32.8 % of 15‑29‑year‑olds in the III zone neither study nor work, compared with 24.7 % in the IV zone.
Economic Hardship Indicators
Overall, 4.2 % of Messinese families experience economic distress, rising to 5.4 % in the III Circoscrizione and falling to 3.3 % in the IV. These figures underline the spatial concentration of poverty and its interaction with housing insecurity, especially where ownership rates are low and unemployment high.
Public Services and Infrastructure Distribution
Three major hospital emergency departments are strategically placed near the densely populated III zone, serving both the III and neighbouring II and IV districts. Cultural amenities, including the city’s principal museums, are concentrated in the northern sectors, contributing to uneven access to social and cultural infrastructure across the municipality.
Implications for Sustainable Housing
The data reveal that high density, low tenure, and limited educational attainment converge to create pockets of socio‑economic vulnerability. For sustainable housing policies, this suggests a need for mixed‑use developments that increase affordable home ownership, improve energy‑efficient retrofitting in older districts, and integrate social services to support disadvantaged groups, particularly seniors living alone and young adults disengaged from education or work.
