Społeczna Agencja Najmu (SAN) is a municipal housing initiative in Gdańsk, Poland, designed to improve access to housing for people and families who cannot readily secure a home on the commercial rental market. It acts as an intermediary between property owners and tenants, offering rental housing on preferential terms while providing owners with a reliable rent arrangement.15
The project was announced in October 2025, when a funding agreement was signed in Tarnów following the national Social Rental Agencies competition. The City of Gdańsk is the project beneficiary, and the agency is operated by the municipal company Gdańska Infrastruktura Społeczna Sp. z o.o.13 The project’s planned operating period is October 2025 to March 2029.2
SAN plans to bring 50 apartments into its available housing pool: 40 from the municipal stock and 10 leased from private owners. The project includes renovation and furnishing, with 10 apartments to be adapted for people with disabilities.14 Its intended beneficiaries include people and families supported by Gdańsk’s Municipal Family Support Centre, including people on low incomes, people experiencing homelessness, people with disabilities, unemployed people, people leaving foster care, people affected by violence and foreign nationals.1
The project budget is approximately PLN 9.9 million, financed entirely from external sources: 95% from the European Social Fund Plus and 5% from the state budget. Renovation and adaptation work is allocated PLN 2.41 million.12 The City’s housing department director Paulina Matuszewska-Gruszka signed the funding agreement; city president Aleksandra Dulkiewicz and deputy mayor Emilia Lodzińska publicly described the project’s purpose and plans.1
