Presented by Córdoba mayor José María Bellido in December 2024, Plan Vives is a municipal housing initiative intended to make access to a first home easier, particularly for people under 35. Its name refers to Vivienda Económica y Sostenible (Economic and Sustainable Housing). The project was announced as a network of around 600 rental accommodation units, with a stated estimated cost of €72 million before VAT. 510
The scheme is to be developed jointly by the Municipal Urban Planning Office (Gerencia Municipal de Urbanismo, GMU) and the municipal housing company Vimcorsa. The planned sites are municipal plots in seven areas: Pretorio, Carlos III, Fuensanta, Miraflores, Parque Azahara, El Fontanar and Tablero Bajo. 511 The initial announcement assigned between 52 and 110 units to each location, with the first phase planned for Pretorio. 11
The proposed accommodation includes units for one, two or three residents, alongside shared facilities and space for local community uses. The mayor said the city would be open to funding or participation from other public administrations and private-sector partners. 59 The announced rents were expected to be similar to those for municipal apartments for older residents on Calle Don Rodrigo, reported at approximately €180–€220 per month. 11
At the time of the announcement, the Pretorio phase was expected to begin with the transfer of the municipal plot to Vimcorsa so the company could prepare a project; Bellido said this process could take about two years. 2 Plan Vives was presented as complementing, rather than replacing, existing protected-housing activity carried out through Vimcorsa. 5
