VOLKSWOHNUNG GmbH is a municipal housing company based in Karlsruhe, Germany. Founded in May 1922, it was established to address housing shortages and has retained a central purpose of providing affordable homes to a broad section of the population, particularly people on lower incomes.914 The City of Karlsruhe is its sole shareholder.11
The company owns and manages more than 14,200 homes, housing around 30,000 people. Its portfolio is concentrated in Karlsruhe, where it owns roughly one in every eight rental apartments, and extends to nearby communities including Stutensee, Rheinstetten and Philippsburg.114 It describes itself as Baden-Württemberg’s third-largest municipal housing provider.1
Its work includes building and managing rental housing, developing residential neighbourhoods, and modernising and maintaining existing properties. Recent projects have included affordable and rent-controlled homes, alongside neighbourhood facilities such as childcare, day-care and shared spaces.1315 The company also works on energy improvements to its housing stock, with a stated goal of reducing annual emissions from its residential and commercial floor area to 5 kg of CO₂ per square metre by 2040.14
Stefan Storz has led the company as managing director since May 2018.2 Daniel Fluhrer, Karlsruhe’s mayor responsible for construction, chairs its supervisory board.12 The company’s principal activity is regional: housing provision and development in Karlsruhe and its surrounding area, rather than across Germany as a whole.1315
