TOAS, officially Tampereen opiskelija-asuntosäätiö sr, is a student housing foundation based in Tampere, Finland. It was established in 1959 to address the housing needs of the city’s growing student population.8 Its purpose is to provide rental housing for students and continuing students at universities, colleges and other educational institutions in Tampere and surrounding municipalities.5
The foundation rents student apartments and is also responsible for developing housing projects, building new homes and maintaining its properties.211 Its accommodation includes shared apartments, studios and family apartments; eligibility generally requires full-time study in Tampere, with some nearby municipalities also covered when housing is available.1213 TOAS reported having 6,800 apartments housing 10,300 students in 2024.8
TOAS is headquartered at Uimalankatu 1 B in Tampere.510 Its daily operations are led by Managing Director Kirsi Koski, supported by a management team; governance includes a nine-member board.810 The foundation’s work is concentrated in Tampere and nearby municipalities rather than operating across Finland as a whole.512 Its tenant services include online application and tenancy management, maintenance reporting, internet access, laundry and sauna facilities, and shared-car options at selected locations.
