Solidarités Nouvelles pour le Logement (SNL) is a French association recognised as being of public interest and legally established under France’s 1901 association framework.7 It was founded in Paris in 1988 by Denis and Brigitte Primard, later joined in Essonne by Étienne and Françoise Primard.4 The organisation’s registered office is at 3 rue Louise Thuliez in Paris’s 19th arrondissement.37
SNL develops and manages transitional housing for people experiencing severe housing insecurity, offering accommodation until residents can move into permanent housing.513 Its support model combines professional social workers with pairs of volunteers, who assist residents with reintegration, daily issues and access to sustainable housing.1 Local volunteers are organised through neighbourhood-based “Local Solidarity Groups”, which also help build relationships between residents and the wider community.12
The movement is organised as 10 legally independent entities working together across Île-de-France. Its structure includes departmental associations, SNL-Union, and SNL-Prologues, a cooperative responsible for managing and maintaining the housing stock; the departmental associations are shareholders of the cooperative.5 SNL’s activities cover several Île-de-France departments, including Paris, Essonne, Yvelines, Hauts-de-Seine, Val-de-Marne, Seine-et-Marne, Seine-Saint-Denis and Val-d’Oise.11
According to its 2023 figures, the movement had 1,215 homes in service, housed 3,186 people, welcomed 564 new residents and produced 51 new homes during the year.6 More than 100 employees and 1,399 volunteers contributed to its work, which included housing management, resident support and the development of new projects.6 Catherine Larrieu is identified as the organisation’s legal representative.7
