The Fédération nationale des sociétés coopératives d’HLM, known as Les Coop’HLM, is a French association governed by the 1901 law. It was founded on 13 January 1908 by 50 housing cooperatives and is described as the oldest professional organisation in France’s social-h housing sector.311 Its headquarters are at 14 rue Lord Byron, 75008 Paris, France.68
The federation represents housing cooperatives at national level, promotes cooperative approaches to social housing, and assists member cooperatives in developing their activities.24 It supports cooperatives working in social home ownership, social rental housing, land development and condominium management.12 The federation also provides expertise, training and other services to its members.9
Les Coop’HLM represents a nationwide network of cooperatives operating throughout France. The federation’s member organisations provide affordable housing for both home ownership and rental, respond to local housing needs, and support residential mobility.9 The network comprises approximately 162–165 cooperatives, with the differing figures reflecting the dates and sources of publication.912
The organisation is governed by a Federal Council of 32 elected members.212 Marie-Noëlle Lienemann is president of the Federal Council; she is a former minister and an administrator of Valophis-La Chaumière.2 Vincent Lourier is director of the federation and publication director of its website.28 Les Coop’HLM is also a founding member of the Union sociale pour l’habitat.12
The federation maintains a national role while its member cooperatives deliver housing and related services across France. Its website also presents a national database of available social housing in rental and home-ownership schemes.1
