The Evangelisches Siedlungswerk in Bayern (ESW Bayern) is a non-profit housing enterprise closely linked to the Evangelical Lutheran Church in Bavaria. Founded in 1949 in response to the massive post-war housing crisis, its initial aim was to provide affordable homes—particularly for refugees and displaced families—by mobilizing church resources, municipal support, and partnerships with diaconal organizations. The main office is in Nuremberg, with a longstanding branch in Munich serving southern Bavaria.
Today, ESW Bayern manages around 13,500 housing units across the region, including Munich, Nürnberg, Regensburg, Augsburg, and other urban centers. The organization constructs a mix of rental apartments, row houses, and ownership units, prioritizing areas with high market pressure. In 2024, ESW completed approximately 170 new rental units; by 2025, it plans about 200 more, over half of them subsidized for low-income tenants. Between 2025 and 2029, roughly 730 new units are scheduled, with 67 percent classified as social housing.
Current projects in Munich include family-friendly subsidized apartment blocks and student housing near university campuses. ESW’s funding and sustainability practices receive backing from sources like the Evangelical Lutheran Foundation and partners such as BayernLB. Governance involves a supervisory board with representation from church, city government, architecture, and finance sectors.
