Carolocataires Ensemble is a tenants’ union based in Charleroi, Belgium, formed to help renters organise collectively and defend their rights. The group was launched in September 2024 after a training programme held in the spring. 2 It is described as a member-led, democratic organisation: members decide which campaigns and actions to pursue, with support from an organiser. 4
Its work focuses on poor-quality and unaffordable rental housing. The union seeks to pressure landlords and public authorities to improve housing conditions, including through renovation, and to make tenants’ experiences more visible. 34 It has organised local mobilisations in Charleroi; a report on its work notes that these helped bring attention to unhealthy housing and prompted works to begin in some homes. 2 The group also uses door-to-door and public-space outreach to recruit tenants, particularly in the city centre. 3
The union serves tenants in the greater Charleroi area, rather than operating nationally. 4 It is constituted as an informal association and is based at the premises of Droit au Logement (DAL) in central Charleroi. 3 A Rassemblement Wallon pour le Droit à l’Habitat notice lists David Prino as the contact person and gives an email address and telephone number for the union. 4 Recent reporting also describes Carolocataires Ensemble working alongside other tenants’ unions to draw attention to the health effects of damp and mould in rented homes. 56
