SOFTacademy Akadeemia tee 4 Lighthouse Retrofit is a neighbourhood-based renovation project in Tallinn, Estonia, focused on upgrading four prefabricated apartment buildings and their shared courtyards in the Mustamäe district. It is described as Tallinn’s first neighbourhood-based renovation project and is aligned with the principles of the New European Bauhaus, combining energy-efficient retrofitting with improvements to public space and community participation.
The pilot area covers apartment buildings at Akadeemia tee 4, 6, 14 and 22, located at the beginning of Akadeemia tee in Mustamäe. The project runs from 1 September 2023 to 31 August 2027 and aims to develop a replicable package of services for apartment building renovation, together with standard solutions for outdoor spaces. This package is intended to support a wider “renovation wave” in similar modernist neighbourhoods, particularly panel housing estates.
SOFTacademy is implemented in close cooperation with local residents and housing associations. An engagement model is being developed to involve communities in planning and design, including co-design workshops, courtyard “wishes” mapping, replication area co-creation sessions and presentations of design drafts. The goal is to create an approach that city governments can use to accelerate renovation of panel buildings while improving urban space between them.
The project is led by the TalTech Academy of Architecture and Urban Studies, with key contributors including Ioannis Lykouras, Artur Staškevitš, Lill Sarv, and the residents of the four buildings. The City of Tallinn is also a central institutional partner, as the project concerns space between buildings owned by the municipality.
