Novacoop – Habitação Cooperativa, CRL is a Lisbon-based housing cooperative that combines real-estate development with management services for other housing cooperatives. Founded in 1997, it was created to support the cooperative housing sector with professional management of cooperative groupings and housing ventures that lacked in-house technical and administrative capacity.
Initially focused on back-office services, Novacoop shifted direction in 2013, changing its statutes to become a multisector cooperative and to work directly with individual members. The aim was to help households access cooperative apartments in Lisbon at prices aligned with their incomes, within the framework of housing of public interest at controlled costs.
Over the years, Novacoop has managed “several dozen” dwellings, houses and shops in cooperative developments, and has provided management services to many housing cooperatives and unions across Portugal. Its role spans financial and administrative management, oversight of construction processes, and day‑to‑day operation of completed buildings.
Since 2012, Novacoop has been directly involved as promoter in two housing programs in Lisbon’s Vale Formoso / Braço de Prata area, totaling 141 dwellings (T1 to T5), three commercial spaces and one childcare facility. One phase, Vale Formoso de Cima – Parcela B, with 78 apartments and one shop, has been completed and handed over to members. Parcela A, with 63 apartments, two commercial spaces and one facility, is under construction, with completion and delivery planned by the end of 2025.
Today, Novacoop closely follows Lisbon’s new “Cooperativas 1.ª Habitação Lisboa” municipal program, assessing conditions to participate in future public tenders for new cooperative housing on city-owned land.
