Overview of the Tender Initiative
The Málaga City Council has launched a public tender for the allocation of fourteen municipal parcels to construct between 1 256 and 1 414 affordable rental homes. The programme targets young people, seniors and other groups listed in the Municipal Housing Applicants Register, aiming to increase the supply of moderately priced rental accommodation. The tender deadline is 2 January 2026.
Legislative and Policy Framework
The project is anchored in Andalusian Decree‑Law 1/2025, which encourages affordable rental housing on municipal land. Málaga has been applying this legislation since June 2025 as part of its Housing and Land Plan 2023‑2027, a key municipal commitment to expand public and protected housing stock.
Financial Incentives and Investment
A direct subsidy of up to €18 000 per completed dwelling is offered, representing a total municipal investment of €31 million administered by the Instituto Municipal de la Vivienda (IMV). The subsidy is intended to improve project viability and keep rents within affordable limits.
Housing Specifications and Allocation Rules
The tender sets a maximum rent of €10,0616 per square metre of usable space per month. Rental contracts may last up to seven years, except for tenants over 65 years. Sixty percent of the units must be allocated to young people under 35 years. At least 55 percent of the dwellings must be one‑bedroom units of approximately 45 m², while two‑bedroom units are limited to 60 m². Buildings must provide communal areas equal to 15 percent of the usable surface.
Parcel Distribution and Capacity
The fourteen parcels are divided into three lots covering more than 80 000 m² of buildable area.
- Lot 1 comprises four parcels (Massenet, Santa Matilde, Camino de la Gamera, Tanzania) with capacity for up to 298 homes.
- Lot 2, the largest, includes five parcels (Marcelino Camacho, Ingeniero Agustín Escolano, Andrés García Maldonado, Cortijo Merino) allowing up to 649 homes.
- Lot 3 contains five parcels (Ramos Martín, Ángel Caffarena, Píndaro, Navarro Ledesma) with capacity for up to 309 homes.
Evaluation Criteria and Scoring
Bids will be assessed on technical criteria (up to 40 points) and economic proposal (up to 60 points). This scoring system seeks to ensure that selected offers combine financial soundness, feasibility and compliance with the affordability objectives.
Interaction with Other Funding Schemes
Successful concessionaires may apply for additional state or regional subsidies. If external funding is received, the municipal aid must be repaid partially or fully, with the municipal payment made within 30 days of certification of completed works.
Relevance for Sustainable Housing
The initiative aligns with broader European goals of promoting sustainable, inclusive urban development. By using municipal land for affordable rentals, encouraging energy‑efficient construction, and integrating communal spaces, the project supports social equity and reduces pressure on private housing markets.
