Finnish Affordable Housing Companies’ Federation – KOVA operates from Yliopistonkatu 5 in central Helsinki, serving as the national umbrella for non-profit rental and right-of-occupancy housing providers. Founded in 2013, it unites 131 members, including municipally owned companies and foundations, which collectively manage 330,000 apartments—covering over 80 percent of Finland's state-subsidized rental dwellings and 85 percent of right-of-occupancy units. Some members target housing for elderly and disabled residents.
KOVA lobbies officials and politicians on legislation affecting affordable housing production, often consulted on drafts impacting members. It organizes seminars, study visits, and networking for personnel, while monitoring policy changes. Internationally, it belongs to Housing Nordic, linking non-profit providers across Nordic countries, and Housing Europe, the European federation for public, cooperative, and social housing.
Led by CEO Jouni Parkkonen, with specialists in law, economics, technology, and communications, KOVA focuses on sustaining state-supported affordable rentals amid Finland's 75-year tradition of such production. Its members build and maintain properties nationwide, prioritizing long-term availability over market rates.
