Gebalis is a municipally-owned enterprise in Lisbon, Portugal, established in 1995 to manage the city's public housing and promote local development. With a focus on social integration, environmental education, and patrimonial conservation, Gebalis oversees 3,261 buildings, 66 quarters, and 1,078 commercial areas, serving 61,175 residents.

The organisation's primary mission is to effectively manage municipal neighbourhoods, prioritising quality of life, social development, and the conservation of heritage. This is achieved through various initiatives, such as the 'Morar Melhor' programme, which aims to rehabilitate and maintain public housing units. Notably, Gebalis created the LIFE Programme in 2010 to address the needs of people with reduced mobility, introducing 'Dwellings for Universal Use'.

Gebalis operates through 11 local offices, with its headquarters in Lisbon. The organisation employs over 220 people and engages in community development projects, such as 'Talentos do Bairro', which encourages residents to showcase their artistic talents. Recent activities include the launch of a new service point in the Bairro Alfredo Bensaúde and ongoing rehabilitation projects in various neighbourhoods.
