The Buildings Performance Institute Europe (BPIE) is a Brussels-based, non-profit think tank established in 2010. Dedicated to improving the energy performance of buildings across Europe, BPIE operates as an independent policy and research institute. Its mission is to foster a sustainable, low-carbon built environment by promoting energy-efficient practices, supporting evidence-based policymaking, and advocating for effective implementation of European building-related policies such as the Energy Performance of Buildings Directive (EPBD) and the Energy Efficiency Directive (EED).

BPIE engages in a range of activities, including conducting independent research, providing knowledge sharing, and offering advisory services for European institutions, policymakers in member states, and private sector stakeholders. Notably, BPIE emphasizes renewable energy integration, the financing and delivery of energy retrofits, and the construction of near-zero energy buildings. It also partners with other European initiatives and has established country programs in Germany, Poland, and Romania to support tailored policy implementation.

Among its recent projects, BPIE contributed to the "syn.ikia" initiative, focusing on plus-energy neighborhoods, and has developed methodologies to measure the benefits of such projects for policymakers and developers. Additionally, it produces open-access reports and policy briefs, supporting its vision for widespread climate neutrality in Europe’s building sector. BPIE’s comprehensive approach combines regulatory advocacy, financial tools, and technical guidance to address both policy gaps and practical implementation challenges.
