Smart City Zurich Strategy

The Smart City Zurich Strategy is a comprehensive framework developed by the City of Zurich's administration. It aims to leverage digital technologies and data-driven approaches to enhance urban services, sustainability, and overall quality of life. This strategy is part of the larger "Zurich Strategies 2035," which has been updated to the "Zurich 2040 Strategies," and it aligns with other specific strategies focused on achieving net-zero emissions by 2035/2040 and improving urban space and mobility by 2040.

The strategy defines "smart" as the integration of people, organizations, and infrastructure to generate social, ecological, and economic value. It has been developed through collaboration with experts both within and outside the city administration, ensuring a well-rounded approach to urban challenges.

The strategy emphasizes three main focus areas: innovation promotion, user-centered design, and digital transformation. Innovation is fostered through various initiatives, including an Innovation Fellowship program that invites external experts from the private sector, academia, and NGOs to work within city departments for 12 to 15 months. Additionally, the city offers an innovation fund, known as Innovationskredit, to provide seed financing for experimental projects.

User-centered design is a fundamental principle of the Smart City Zurich Strategy. All city services and processes are developed with the needs and goals of residents, businesses, and city employees at the forefront. The city conducts user research, develops accessible solutions, and tests them with real users. Since 1999, Zurich’s urban development office has conducted annual population surveys to gauge satisfaction and track progress.

Digital transformation is propelled by the Digi+ program, a time-limited initiative that operates across all departments to identify potential for digitalization, redesign services and processes, and prepare employees for the digital workplace. This program is a collaborative effort between the Organisation and IT department and Smart City Zurich.

The strategy underlines the importance of open innovation and external cooperation. Zurich collaborates with Kickstart Innovation, which connects startups with the public sector to develop solutions for urban issues. The city is also involved in national and international cooperation networks, such as the Swiss Smart City Hub.

Citizen engagement is a core aspect of the strategy, facilitated through the e-participation platform "Mitwirken an Zürichs Zukunft." This platform serves as a central portal for residents to participate in planning, construction projects, and policy discussions.

Zurich's smart city initiatives have garnered international acclaim, being ranked first in the International Institute for Management Development (IMD) Smart City Index for five consecutive years as of 2024. This ranking reflects the city’s strengths in sustainability, innovation, inclusivity, and quality of life.

The strategy aligns with Zurich’s ambitious climate targets, including net-zero emissions by 2040. It integrates digital innovation with established sustainability frameworks, ensuring that technology serves as a means to achieve broader ecological goals. Throughout the strategy, priorities such as privacy, data sovereignty, and digital inclusion are emphasized, highlighting the city’s commitment to responsible urban development.
