Operational support for the mission is provided by NetZeroCities, a consortium of 33 partners across 27 European countries. It offers tailored advisory services, an online portal for resources, a Pilot Cities Programme for intensive support, and a Twin Cities Programme that pairs experienced cities with those earlier in their transition. This infrastructure acknowledges that achieving climate neutrality requires institutional innovation and citizen engagement.

The mission adopts a systematic, cross-sectoral approach to urban decarbonization, addressing emissions from multiple urban systems: - Buildings and Housing: The built environment is responsible for about 40% of EU energy consumption, and the mission encourages large-scale renovations and the integration of renewable energy. - Mobility and Transport: Cities are testing expanded public transport and electric vehicle networks to reduce emissions. - Energy: Focus is on local renewable generation, smart grids, and energy community models. - Green Infrastructure: Initiatives such as urban greening and biodiversity corridors are vital for both emissions reduction and climate adaptation. - Governance and Citizen Engagement: The mission emphasizes democratic participation through tools like citizen assemblies and participatory budgeting.

The initiative mobilizes funding from multiple sources, including Horizon Europe and national climate budgets. Achieving climate neutrality in these cities is estimated to require investments in the hundreds of billions of euros over the next decade, highlighting the need for innovative financing mechanisms.
